At VLA, we use Microsoft FrontPage -- part of the Microsoft Office set of tools -- to design and publish our Websites.  It's easy to use, and can take you straight through the process from creating basic HTML pages to putting them live on the Web.  Here is an article on how to use MS FrontPage to put your pages on the Web once you've completed them:
